Former CHP captain accused of workers compensation fraud, perjury
FOLSOM – A former California Highway Patrol captain was arrested on Thursday, suspected of workers compensation insurance fraud and perjury, authorities said.
The CHP said 22-year veteran Matthew Stover, 51, was arrested in Folsom on Thursday after a multi-year investigation.
Stover is accused of filing a workers' compensation insurance claim in June 2023 and was placed off work by his physician, authorities said.
An investigation was initiated after an analysis conducted by the CHP's Workers' Compensation Fraud Investigations Unit identified potential fraud.
Authorities said the investigation revealed Stover committed compensation fraud by engaging in activities while on injury leave that were not consistent with the limitations he reported to physicians.
Stover is also accused of committing perjury and fraud by falsifying vehicle registration paperwork he submitted to the DMV, the CHP said.
