Cherry blossom trees are starting to bloom along Philadelphia's Kelly Drive as well as around the Tidal Basin in Washington, D.C. WJZ Baltimore meteorologist Steve Sosna reports from D.C. as the National Cherry Blossom Festival is about to begin.
