During the altercation, the offender was able to get away from the victim, enter the vehicle, and then drive away, last seen heading southeast on Northwest Highway.
Since July 31, eight overnight vehicle break-ins have been reported.
The thefts happened during the month of June, with the latest happening on Saturday.
The teen was arrested just before 12:30 p.m. on Saturday in the 3200 block of West Jackson Boulevard.
Police said a woman caught a 13-year-old girl and a 14-year-old boy trying to steal her, when the woman shot the girl in the shoulder.
The girl was hit on the right side of her body. She was taken to Comer Children's Hospital, and her condition was stabilized, police said.
